PROTECTING OUTDOOR PURSUITS CONSERVATION RAFFLE RULES
By purchasing a ticket to participate in the Protecting Outdoor Pursuits Conservation Raffle (the “Raffle”), you acknowledge and agree to be bound by these Rules, which constitute a legally binding agreement. Please read these Rules carefully. Without limitation, these Rules include specific waivers and releases from you and restrictions on your rights and remedies, including a waiving of your right to a trial by jury.
REGISTRATION WITH THE DISTRICT OF COLUMBIA
Congressional Sportsmen’s Foundation (“CSF”) was established in 1989 as a 501(c)(3) organization. CSF is headquartered in the District of Columbia and operates under the mission of working with Congress, governors, and state legislatures to protect and advance policies that are hunting, angling, recreational shooting, and trapping, as well as to further policies for the conservation of fish and wildlife.
The Raffle is organized and operated in the District of Columbia pursuant to a license to be issued by the District of Columbia Office of Lottery and Charitable Gaming. When you purchase a Raffle ticket, you acknowledge and agree that you are purchasing a ticket in the District of Columbia, that the drawing will occur in the District of Columbia, and that you agree to abide by the laws and regulations of the District of Columbia. It is your responsibility to review the applicable laws of the state where you reside to ensure your purchase of a Raffle ticket in the District of Columbia complies with all laws and regulations applicable to you. CSF, its employees, and agents are not lawyers and will not advise on whether it is legal for you to purchase a Raffle ticket in the District of Columbia. CSF will be held harmless for any violations of applicable state law by any individual participating in the Raffle.
ELIGIBILITY
This Raffle is only open to individuals who satisfy each of the following requirements (each an “Eligible Individual”):
(i) must be an individual who is a legal resident of the United States;
(ii) must be at least 18 years of age or older;
(iii) must not be a CSF employee, officer, director, or immediate family member of any of the foregoing;
(iv) must not be an individual providing a prize or any member of the immediate family thereof;
(v) must not reside with a CSF employee, officer, director, or an immediate family of any of the foregoing;
(vi) must not be an employee, officer, director, agent, nor an immediate family member of any entity or person providing a prize; and
(vii) must not otherwise be prohibited by applicable law from participating in the raffle.
For the purposes of the above, the term “immediate family” shall mean a spouse, child, step-child, brother, sister, son-in-law, daughter-in-law, parent, step-parent, or grandparent.
Residents of Alabama, California, Hawaii, Kansas, New Jersey, Utah, and Washington are not eligible to win a Raffle prize according to their state’s current law.
PURCHASING OF RAFFLE TICKETS
Eligible Individuals may enter this Raffle by purchasing tickets online at www.POP4Conservation.com during the Entry Period. Each ticket is considered an “Entry” of the Raffle. Tickets will be sold individually for $20.00 each. A 3-ticket bundle will be sold for $50.00. A 10-ticket bundle will be sold for $100.00. All tickets will be sold on the same terms to the public and for the same price. Eligible individuals are not limited on the number of tickets available for purchase and may purchase as many tickets as they wish.
ALL SALES ARE FINAL. No payments will be refunded unless this Raffle is canceled.
Ticket purchases may be made by credit card. Mail in orders are not accepted.
Every ticket purchased will be assigned a unique identification number, and a digital raffle ticket representing such Entry will be emailed to each Eligible Individual confirming the Entry, at the email address submitted at the time of ticket purchase. The unique identification numbers will be numbered consecutively and there will be no duplications. You will receive your ticket number(s) at the completion of checkout and in your confirmation email. If you do not receive a confirmation email, please be sure to check your spam/junk email folders before contacting CSF. Upon request, a physical version of your ticket(s) will be provided to you and must be picked up at CSF’s office located at 110 North Carolina Avenue SE, Washington, D.C. 20003, during normal business hours.
Each ticket may be held by only one Eligible Individual. Division of any prize by a group purchasing a ticket in common shall be the sole responsibility of the person named as or deemed the holder of record of that ticket, should that ticket be selected as a winner.
By submitting an Entry into this Raffle, each Eligible Individual fully and unconditionally agrees to be bound by these Rules and the decisions of CSF and its appointed agents, which will be final and binding in all matters relating to this Raffle. CSF is not responsible for incorrect or inaccurate capture of Entry information, technical malfunctions, lost or delayed data, any interrupted or unavailable network server or other connections or communications, any failed computer transmissions, software or hardware malfunctions, interruptions, defects, or failures, or any errors, omissions, interruptions or deletions of any kind due to electronic, human, mechanical, printing, production or technical errors or other causes, or for any damage to a person’s computer. Any late, incomplete, invalid, unintelligible, or illegible entries will be disqualified.
Each Entry submitted in violation of these Rules will be void. CSF reserves the right, in its sole discretion, to disqualify any individual it finds to be tampering with this Raffle process or to be acting in violation of these Rules or in a disruptive manner.
RAFFLE ENTRY START AND END DATES
The entry period (the “Entry Period”) for entering this Raffle starts on August 18, 2025 and continues through 11:59 pm Eastern Standard Time on November 2, 2025. Tickets will not be sold after 11:59 pm Eastern Standard Time, November 2, 2025.
RANDOM DRAWING / NOTIFICATION
Sixty-nine (69) potential winners (each a “Potential Winner”) from the Entries received during the Entry Period will be randomly selected in an electronic drawing (the “Drawing”) conducted by CSFon November 3, 2025 at 12:00 pm Eastern Standard Time, and Eligible Participant may be permitted to view the live drawing upon written request to CSF. The drawing will also be recorded by video. Any Eligible Participant will be permitted to view the recording at the CSF office located at 110 North Carolina Avenue SE, Washington, DC 20003 upon a written request made to CSF. Odds of winning depend on the total number of Entries received during the Entry Period. CSF will issue 75,000 tickets in this Raffle and if all tickets are sold, each participant will have a 1 in 1,087 chance of winning one of the Raffle prizes identified below.
Within five (5) business days following the drawing, CSF shall attempt to contact each of the Potential Winners selected in the Drawing (each a “Top Sixty-nine” and collectively the “Top Sixty-nine Winners”) by phone and emailusing the contact information provided to CSF at the time of ticket purchase. Within seven (7) days of contact, each Top Sixty-Seven Winner will be required to provide CSF with each of the following (collectively the “Paperwork”):
(i) a copy of a valid driver’s license or other valid government issued identification confirming their identity;
(ii) an executed Affidavit of Eligibility and Liability/Publicity Release, in such form as is provided by CSF; and
(iii) a completed and signed W-9 tax form.
As discussed below, any Eligible Participant that wins a prize, as part of a wager, worth in excess of $1 but less than $4,999.99, will be issued a W2-G for their prize and will be required to report the value of their prize to the Internal Revenue Service. Any Eligible Participant that wins a prize that is valued in excess of $4,999.99 will be issued an IRS W-2G tax form and be required to remit all applicable taxes (24%) to the CSF as a condition of receipt of the prize. Failure to pay the taxes on the prize will result in automatic forfeiture of the prize.
If any Top Sixty-nine: (i) fails to respond to CSF within seven days of CSF’s first contact, or is unable to be contacted by CSF using the information provided at the time of ticket; (ii) declines to accept his or her Prize; (iii) fails to return the Paperwork as described above within the time designated by CSF (iv) is found to be ineligible pursuant to, or fails to meet the requirements of, these Rules; (v) does not comply with these Rules; (vi) is ineligible to receive the Prize he or she selected; or (vii) fails to claim his or her Prize within the allotted time set forth by CSF, such Top Sixty-nine Winner and his or her Entry will be disqualified and another winner will be randomly selected from the remaining Entries received.
The Top Sixty-nine wining ticket numbers will be posted on the Raffle Website by November 10, 2025.
PRIZES
Subject to these Rules, only the prizes set forth below will be awarded in connection with this Raffle (each a “Prize” and collectively the “Prizes”).
The Prizes shall be allocated in accordance with the Prize Selection Procedures (as defined below) and are as follows:
Prize 1- $50,000 Truck Voucher to Flow Automotive
The winner is entitled to one (1) voucher in the amount to Fifty and No/100 Dollars ($50,000) that can be applied towards the purchase of a new General Motors/Chevrolet vehicle purchase from Timbrook Automotive authorized dealership. The winner may choose to purchase an in-stock new vehicle or may order a new vehicle. The voucher must be redeemed by December 31, 2025. The voucher cannot be transferred to another individual. The voucher will be applied to the total invoice price from the dealer. Any costs, fees associated with sales taxes, title, registration, delivery of the vehicle, or transportation to or from the dealership to purchase or pick up the vehicle that is not included on the invoice shall be at the sale cost and responsibility of the applicable winner. The winner will be responsible for payment for any amount over $50,000 but will not be eligible for an cash back if the total purchase price from the dealer is less than $50,000. The winner will be issued a from W2-G and will be responsible for any federal taxes prior to claiming the voucher.

CLAIMING PRIZES
Upon CSF’s verification of: (i) the Top Sixty-nine Winner’s eligibility and compliance with these Rules; and (ii) verification of receipt of the Paperwork by the Top Sixty-nine Winner within the allocated time frame, CSF will coordinate to make available the applicable Top Eighty Prize; provided, however, that CSF, in its sole discretion, shall make the final determination of the pickup date and location of each Prize.
TAXES
CSF will issue a W-2G tax form for Prizes where appropriate. Such tax forms will be issued to the extent required by applicable law. CSF will not provide tax advice or assistance to any Potential Winner concerning the taxable nature of any Prize that is won. Each Potential Winner is responsible for any payment of all local, state and federal taxes resulting from the income attributable to the receipt of any Prize, and should consult a legal, tax, and/or accounting professional(s) regarding the tax implications of his or her respective Prize(s). CSF and its employees and agents are not tax and/or legal professionals and cannot provide legal or tax advice.
Any Eligible Participant that wins a prize, as part of a wager, worth in excess of $4,999.99, will be issued a W2-G for their prize and will be required to report the value of their prize to the Internal Revenue Service. Any Eligible Participant that wins a prize that is valued in excess of $5,000 (minus the amount of the Raffle ticket(s) purchased), will be issued an IRS W-2G tax form and be required to remit all applicable taxes (24%) to CSF as a condition of receipt of the prize. Failure to pay the taxes on the prize will result in automatic forfeiture of the prize.
As part of this Raffle CSF provides an estimated value for the Prizes, however, it is the responsibility of each and Potential Winner to determine, to his or her satisfaction, the value of his or her respective Prize(s), and the tax effect and liabilities associated with each of them, in light of his or her personal financial circumstances.
Pursuant to section 170 of the Internal Revenue Code, amounts paid for chances to participate in raffles, or other similar drawings, are not gifts and do not qualify as deductible charitable contributions. Eligible individuals are encouraged to a legal, tax, and/or accounting professional regarding claiming charitable contributions.
DISPUTES
These Rules shall be governed by and construed in accordance with the laws of the District of Columbia.
Any legal suit, action or proceeding arising out of or related to the Raffle, any Prize awarded or used in connection with this Raffle, or these Rules, shall be brought in the District of Columbia.
WAIVER OF JURY TRIAL
Each individual participating in this Raffle, including each Potential Winner, hereby waives any right he or she may have to a trial by jury for disputes arising from these rules, this Raffle, or any Prize.
LIMITATION OF LIABLIITY, INDEMNIFICATION, AND WAIVER
By participating in this Raffle, to the maximum extent permitted by applicable law, each individual participating in this Raffle, including each Potential Winner, hereby releases, discharges, and agrees to indemnify and hold harmless CSF, each Prize provider, and each of their respective officers, directors, members, managers, employees, representatives, and agents from and against any and all actions, claims, losses, damages, expenses, injuries, and loss of life to any persons or property that are caused by, arising from, or are related to, directly or indirectly, the operation of or participation in this Raffle or the receipt, acceptance, possession, misuse, or use of any Prize.
By participating in this Raffle, to the maximum extent permitted by applicable law, each individual participating in this Raffle, including each Potential Winner, agrees that any and all claims, actions, demands, and causes of action (collectively “Claims“) arising out of or in any way relating to this Raffle, these Rules, or any Prize shall be made individually, and not as a member of a class or otherwise in any form of class action. Furthermore, attorneys’ fees are not recoverable by any party to any Claim arising out of this Raffle, these rules, or any Prize.
CSF shall not be liable for any consequential, special, incidental, indirect, punitive, or exemplary damages arising out of or related to this Raffle, these Rules, or any Prize. CSF’s aggregate liability arising out of or related to this Raffle, these Rules, or any Prize shall not exceed the funds received from ticket sales in connection with this Raffle,
Each Prize provided in connection with this Raffle is provided by CSF and each donor “as is” and CSF makes no warranties, express or implied, including but not limited to, any warranty as to the merchantability or fitness or a particular purpose, whether arising by law, course of dealing, course of performance, usage or trade, or otherwise, each of which are expressly disclaimed.
PUBLICITY WAIVER
By entering this Raffle, each Eligible Individual, including each Potential Winner, agrees that their name, resident city, and/or their likenesses may be disclosed to and used by the news media, in lists of Prize winners (name and city only) to be published on the Raffle website or CSF’s website, and may otherwise be used by CSF for publicity purposes, without further compensation, unless prohibited by applicable law.
CANCELLATION
CSF reserves the right to cancel this Raffle at any time, at its discretion. If for any reason the Raffle is canceled, CSF must reimburse the purchaser of each Raffle ticket, in the amount of the Raffle ticket purchased, within ninety (90) days of the Raffle cancellation date.

By purchasing a Raffle ticket, you are opting in to receive email and SMS marketing from CSF and its third-party partners. You can opt-out from CSF marking at the time of ticket purchase or anytime thereafter by clicking the Opt Out link in the email or via SMS with the word STOP. You can also email us directly to request removal from our marketing campaigns.
PRIVACY
CSF respects your privacy and is committed to protecting your personal information. By participating in this Raffle, you accept and agree to be bound and abide by our Privacy Policy, found at https://congresionalsportsmen.org/privacy-policy/, incorporated herein by reference.
MISCELLANEOUS
If any provision or part of these Rules is found by a court of competent jurisdiction to be wholly or partially invalid, illegal or unenforceable, then the provision will: (i) be deemed to be modified or restricted to the extent and in the manner necessary to make it valid, legal or enforceable, or; (ii) if unable to be so modified or restricted, it will be excised from these Rules without affecting any other provision of these Rules, which will be enforced to the maximum extent provided by law as if the modified or restricted provision was originally included or as if the excised provision was originally excluded.
These Rules and the Paperwork constitute the entire agreement and supersedes all prior agreements and understandings, oral and written, between each individual participating in this Raffle, including each Potential Winner, and CSF with respect to this Raffle.
